Opportunity to Learn Project grants are open to public K-12 districts and charter schools in Indiana outside of Marion County. Given the nature of the barriers to be addressed, virtual schools are not eligible. Eligible applicants may request funding through a two-phase process.

1. Phase 1 Planning Grants: Planning grants of up to $100,000 help schools to envision and develop plans that align with the priorities described in the Request for Proposals and prepare a proposal for a Phase 2 competitive grant.
   
   Planning grants will be tiered by enrollment as follows:
   
   Tier 1 – Applicants with fewer than 1,000 students – $50,000 planning grant
   Tier 2 – Applicants with between 1,001 and 7,999 students – $75,000 planning grant
   Tier 3 – Applicants with more than 8,000 students – $100,000 planning grant



2. Phase 2 Competitive Grants: Competitive grants totaling $XXX million will help to initiate, enhance or expand evidence-based programs or projects designed to lower non-academic barriers to academic success. Competitive grants will be awarded by the end of 2026.
